Recent reports indicate that U.S. officials have warned Ukraine of potential termination of its access to Elon Musk’s Starlink satellite internet service if Kyiv does not agree to a proposed deal granting the U.S. significant rights to Ukraine’s critical mineral resources. These minerals, which include lithium, titanium, uranium, graphite, and rare earth elements, are vital for various technologies and have become a focal point in ongoing negotiations between both nations.

The U.S. Proposal and Ukraine’s Rejection

The initial proposal, spearheaded by U.S. Treasury Secretary Scott Bessent, sought a 50% stake in Ukraine’s estimated $500 billion mineral wealth. In exchange, the U.S. would continue providing support to Ukraine in its ongoing conflict with Russia. Ukrainian President Volodymyr Zelensky, however, rejected the offer, arguing that the security guarantees attached to the deal were insufficient. Additionally, Zelensky disputed the valuation of U.S. aid, which he claims amounts to $100 billion—far less than the worth of the mineral reserves the U.S. seeks to control.

Following Ukraine’s rejection, U.S. negotiators, including special envoy Keith Kellogg, reportedly suggested that Ukraine’s access to Starlink could be revoked if an agreement is not reached.
